Abstract. The paper is devoted to the discussion of territorial clusters as forms of organization of regional political identity and their role in the implementation of population-saving policy in Russia. The conceptual foundations of regional political identity, its cognitive, emotional and instrumental components, as well as the relationship of identity with social and demographic processes are analyzed. Regional identity is considered as a strategically important tool that helps improve the demographic situation and improve the quality of life of the population. The study emphasizes that support and development of identity contribute to the popularization of family values, large families and active longevity.
The author’s approach suggests that the development and support of territorial clusters as forms of organization of political identity can significantly contribute to the implementation of population-saving policy in Russia. The objectives of the research program are focused on studying the interaction of clusters with demographic processes, stimulating local communities and developing recommendations for the effective use of the cluster approach in the field of population-saving.
The paper proposes key topics for the research program based on the cluster approach. First of all, it is necessary to deepen the study of the influence of territorial clusters on the formation of regional identity, as well as to explore how exactly these clusters can influence demographic changes, such as the birth rate and migration.
Development and support of territorial clusters is an important tool for the successful implementation of the state policy of population conservation, especially in the context of demographic and socio-economic challenges facing modern Russia.
Development and implementation of effective mechanisms of interaction at the regional level will help to create a basis for improving the demographic situation and improving the quality of life, which in turn will confirm the importance of developing regional political identity as one of the most important factors in the sustainable and harmonious development of the country.
