Abstract. The changes taking place in recent years in the socio-political situation in the country and the world cannot but affect the entire system of public administration. Given the rather extensive territorial spaces in our country, there are certain difficulties with the implementation of management procedures implemented at the regional and interregional level. The object of the authors’ research is the manageability of the penitentiary society in the context of a changing socio-political factor. In these conditions, the system of socio-political factors at the institutional and local levels, which have a significant impact on the management of the penitentiary society, is being updated for the domestic penal enforcement system. Based on previous research in this area and the experience of the Soviet penal enforcement system, the authors clearly demonstrate the existing socio-economic potential. The article clearly shows that the rejection of previously existing management mechanisms at the institutional and local levels led to an imbalance of effective management mechanisms. The economic sector of the penal correction system turned out to be the most vulnerable. Some researchers have convinced liberal penitentiary reformers that only the decentralization of the economic sector of the penal system will lead to its effectiveness in a market economy. In fact, this led to the fact that regional peculiarities began to act as a destructive factor hindering the implementation of the goals of penitentiary prevention. These processes manifested themselves most negatively in the context of the pandemic. The authors argue that the pandemic has exacerbated the importance of social factors specific to the penitentiary system, significantly complicating the process of managing persons serving sentences of imprisonment. Nevertheless, the article makes rather optimistic forecasts in terms of taking into account factors at the institutional and local levels that have a significant impact on the management of the penitentiary society in order to achieve the effectiveness of the penal enforcement system.
