Development and revival of single-industry towns as one of the priorities of regional policy

Abstract. Currently, single-industry towns in Russia have received a special status, they have become the object of special support measures for investors. The State is actively investing in the creation of the infrastructure necessary for the implementation of investment projects. This includes initiating concession agreements and financing various types of infrastructure facilities. Investors in single-industry towns can also take advantage of preferential loans with a long term of up to 15 years and deferred payments. However, the issue of the development of single-industry towns remains relevant and debatable. It is emphasized that the process of changing the urban environment includes not only the establishment of new standards of living in small towns, but also the fight against stereotypes about the province. Some supporters suggest seriously reducing the list of single-industry towns, continuing to support only those where viable activities remain. For them, this means places where key enterprises continue to operate or where an alternative economy is successfully developing. While other voices argue the need to expand the list of single-industry towns, suggesting changing the criteria for determining to include more settlements. They point out that some of them may not have the formal status of single-industry towns, but actually experience the same economic problems. There is also a radical point of view calling for the financial support of single-industry settlements to be stopped altogether. This should remain at the discretion of private investors, not the state and taxpayers. Regardless of the point of view, when the word «single-industry town» is mentioned, financial support is discussed, which remains a key factor for the survival of most single-industry settlements.
