Abstract. One of the priority issues in the development of the scientific and technological sphere of the country is reproduction and increasing the role of human capital in the innovation economy. Personnel training as the main value of the state, contributing to the creation of technology as a resource is the main issue considered in the article. In the historical retrospective the process of formation of formal support of scientific personnel by the state is shown, as well as external factors that inhibit the process of reproduction of scientific-research personnel at the stage of formation of interest in scientific-research activity among young people are considered.

At the same time, among the key ones is the general decline in the authority of science in the country, its prestige, which affects the motivational component of young people when choosing a profession of a scientist. The need to emphasize the human capital in the scientific sphere as the most important component of successful development is the reason for the relevance of this article. The authors are of the opinion that the interest to conscious scientific-research activity should be formed in a child as early as possible, as well as the ability to analytical thinking.

That is why the system of system mechanisms should be formed already in the system of pre-university education to develop interest in scientific-research activity at the primary stage and understanding of the child’s path in science as a possible professional conscious choice in the future.

At the same time, the problem of reproduction of scientific personnel should be solved not only through government programs, but also with the involvement of business initiatives, including through the implementation of partnership charity programs, examples of which are already operating in Russia.
