Cluster policy as a tool for saving the population and well-being of families in a post-industrial society and Industry 4.0

Abstract. The article considers cluster policy as a tool for saving the population and ensuring the well-being of families in the context of post-industrial society and Industry 4.0. The study focuses on the need for integrated approaches to state support for families, which is becoming especially relevant in light of demographic challenges and changes in the socio-economic environment. At a meeting of the State Council held on December 20, 2024, the President of Russia noted the importance of business participation in solving demographic problems. However, an analysis of the proposed state measures to support families showed that they are insufficiently focused on modern conditions, in particular, on supporting family entrepreneurship and integrating families into territorial clusters in a post-industrial society. The paper emphasizes that the transition from an industrial to a post-industrial society opens up new opportunities for families as key players in the economy. In the context of digitalization and automation, state cluster policy to stimulate clusters of family enterprises can create conditions for supporting family businesses and their cooperation, which, in turn, contributes not only to economic but also to social well-being. The analysis of historical contexts shows how family structures developed and their importance in the economy in different historical periods. In conclusion, the main directions of state policy are highlighted, including financial and non-financial support for family businesses, integration of family businesses into clusters, flexibility of working conditions and development of educational programs, which will create a sustainable economic environment for families.
