Abstract. This article examines the role of national elites in resolving issues of forming a modern Russian model of partnership between the state and civil society, assessing the place and role of public organizations in the process of elite formation in the regions, and the inextricable interaction between civil society institutions and the scientific and cultural elite in shaping the social image of the state. Using the example of the Rostov Region, the article examines the increasing role of socially oriented non-profit organizations, which act not simply as one element of civil society but as its supporting framework, practically implementing civic initiatives, ensuring the creation of a space for self-organization, dialogue, protection of rights, and the resolution of socially significant problems. The article examines the diverse forms of collaboration between government and society in addressing one of the fundamental objectives of the Russian political system: ensuring the free and harmonious development of the individual and providing every citizen with opportunities for creative development and self-realization.
The article identifies the conditions under which representatives of the elite, acting as opinion leaders and leading civil society institutions, will become a bridge across which society and government can meet each other halfway in the formation of a genuine partnership between the state and civil society.
