Dualism of the phenomenon of digital inequality as a form of social inequality on the example of political relations

Abstract. A scientific article is the result of a study, the purpose of which is to define the concept of digital inequality, its features, place and role in the life of society and the possibility of using it as a political tool.

In this article, the author describes various concepts and theories of technological change and their impact on society.

The author also examines in detail the following issues: exactly how digital inequality affects political processes. The article especially emphasizes that in modern society political relations have not escaped digitalization, and, consequently, the influence of digital inequality on them. The author believes that a four-level model of digital inequality is becoming widespread, which considers such inequality as a complex of four components: lack of motivation, inequality of access to information and communication technologies, inequality in competence and inequality in the use of such technologies to benefit in real life and improve its quality.

The author’s position on the dual nature of the phenomenon of digital inequality is substantiated: on the one hand, it hinders the development of some political institutions, on the other hand, it can be successfully used by the state to achieve its goals, both in the conduct of domestic and international politics. In conclusion, the author comes to the conclusion that digital inequality is inevitable and has obvious and hidden potential in the implementation of public policy.

The author takes an innovative approach to the issue of using the phenomenon of digital inequality and proposes to treat this phenomenon as a successfully used political tool.
