Abstract. The social relations that arise and are formed in any social education are determined by different social conditions. Representatives of various fields of knowledge are most interested in the so-called socially negative conditions. Given their specifics, they usually act as an object in sociological and criminological research. The author rightly notes that due to the criminogenic nature of socially negative phenomena, these problems are of the greatest interest to specialists in the field of criminology. In addition, back in the Soviet period, Russian criminologists laid the foundation for a system of qualitative assessment of crime prevention. The solution of preventive tasks is impossible without a qualitative assessment of the causes and conditions that determine the negative nature of social conditions. In the article, the author attempts to consider the causes of various negative social phenomena affecting crime. Knowledge and understanding of which make it possible to determine the most priority areas for developing measures to minimize them. An extensive analysis of the literature suggests a high methodological level of the analysis carried out in the article. The author comes to the conclusion that in order to somehow reduce the crime rate in society, the state, using the means, methods and forces available to it in the person of law enforcement agencies, must take measures to minimize the spread of criminogenic facts in the country. Only consolidation of the activities of all subjects endowed with preventive functions will make crime prevention the most effective.
