War, hybrid warfare: modern political science dimension

Abstract. In the article, the author explores the phenomenon of hybrid warfare. The content of the basic concepts of «politics», «war», «armed conflict» is revealed. The former refers to forms of government activity of varying quality in their content, related to solving the main task of ensuring, preserving and strengthening the existing system of public relations. It defines its direction, tasks and their content. Armed conflict is a semantic addition and generalization of the concept of «war», its designation in the system of international legal acts and national legislation, i.e. it relates to it as a whole and a part of it. But for the most part it is used as a designation of the legal form of conducting conventional military operations. From the author’s point of view, war should be considered as a dynamic social phenomenon, distinguishing three groups of systemic characteristics: social, political and legal. The article interprets war as an ideologically determined and legally formalized armed conflict aimed at achieving political, economic goals and other state interests. The author comes to the conclusion that modern armed conflicts represent multilevel formalized management systems of social processes, where the warring parties pursue exclusively their state and non-state interests of a political and economic nature, due to the degree of participation of their constituent elements. The author formulates the concept of «hybrid warfare» — a confrontation between two sides caused by social, political, and economic reasons using conventional and unconventional technologies aimed at achieving state and other interests. There are two groups of objectively conditioned and subjective, psychological and informational signs of the phenomenon under study.
