Features of TOS management methods in the Central Black Earth regions of the Central Federal District (Belgorod, Voronezh, Lipetsk, Kursk, Tambov regions)

Abstract. The article examines the differences in the methods of managing territorial public self-government (TPS) using the example of five regions of the Central Federal District related to the Central Black Earth Region: Belgorod, Voronezh, Lipetsk, Kursk and Tambov Oblasts. Based on a comparative analysis of the regulatory framework, organizational models and practices of interaction between TOS bodies and the population and authorities, regional features in the development of this institution are identified. The introduction describes the theoretical foundations of the sociology of management as applied to local self-government and the role of TOS as a form of direct citizen participation in solving local issues. The methodology section substantiates the approach to the study — a comparison of quantitative indicators (the number of TOS bodies, population coverage, amount of support) and qualitative parameters (the degree of citizen initiative, the nature of interaction with municipal authorities, the main areas of TOS activity) for the selected regions. The main part includes an analysis of each region: it is shown that the Belgorod Region is distinguished by active support of TOS from the regional administration and the use of TOS within the framework of the concept of a «solidarity society»; Voronezh Oblast — the most dynamic growth of TOS number due to competitive financing of local initiatives; Lipetsk Oblast — significant development of urban TOS with gradual involvement of rural communities; Kursk Oblast — a wide network of TOS in the private sector of the city of Kursk and cooperation of TOS with authorities in solving urban problems; Tambov Oblast — a comparatively later formation of TOS, combined with an alternative practice of «prefectures» and stimulation of self-organization through grant competitions. The article may be useful for specialists in the field of state and municipal administration, sociology of management, as well as practitioners involved in the development of local self-government.
