Problems of interaction between subjects and objects of management on the example of institutions of territorial public self-government in Russia

Abstract. The article examines the problems of interaction between subjects and objects of governance using the example of territorial public self-government in Russia. Territorial public self-government is one of the forms of citizen participation in local self-government, which has significant potential for solving issues of local importance. However, the effective implementation of this potential is directly related to the nature of interaction between various participants in the governance process — government bodies (subjects of governance) and local communities united in territorial public self-governments (objects of governance). The paper analyzes the theoretical foundations of the concept of a subject and object of governance in the sociology of governance, reveals the specifics of the institution of territorial public self-government as an element of the local self-government system, and identifies a set of pressing problems in the relationship between territorial public self-government bodies and state and municipal authorities. The key problems include: uncertainty of the status and powers of territorial public self-government, insufficient support and resource provision from the state, difficulties in communication and coordination between residents and government agencies. Special attention is paid to differences in priorities and perception of socially significant projects between activists of territorial public self-government and government representatives. In conclusion, recommendations are proposed to improve the efficiency of interaction between subjects and objects of governance in this area, including improving the regulatory framework, developing mechanisms for direct dialogue and partnership, as well as measures to strengthen the human resources of territorial public self-government bodies. The proposed measures are aimed at increasing the role of TOS in the socio-economic development of territories and improving the quality of local self-government in general.
