Abstract. The article analyzes the contradictions between the two main goals of the penal correction system: supervision and rehabilitation. In the context of modern penitentiary reforms aimed at the humanization and re-socialization of convicts, there remains a need to ensure strict control and security. Two ideal types of correctional institutions are considered: supervision-oriented and rehabilitation-oriented. The first type is characterized by strict control, formalized relationships and an emphasis on preventing violations, which ensures a high level of security, but can lead to dehumanization and restriction of the rights of convicts. The second type, on the contrary, is focused on an individual approach, psychological support and preparation of convicts for life after release, which helps to reduce recidivism, but may reduce the level of security and require significant resources. The article highlights that modern penitentiary systems face serious challenges, such as overcrowding, lack of funding, and resistance from society, which often perceives the mitigation of conditions of detention as encouraging crime. The possibilities of harmonizing supervision and rehabilitation have been analyzed, including the introduction of modern technologies (for example, electronic monitoring), differentiation of convicts by risk level, creation of multifunctional teams of employees and involvement of civil society in the process of re-socialization. Special attention is paid to the need for an integrated approach to the reform of the penitentiary system, which will achieve a balance between ensuring security and effective rehabilitation of convicts. In conclusion, it is concluded that overcoming the contradictions between supervision and rehabilitation requires not only changes in the organizational structure of penitentiary institutions, but also the active participation of the state and society in the implementation of reforms aimed at improving conditions of detention, increasing the effectiveness of rehabilitation programs and eliminating violence in places of detention.
