Abstract. In the article, using a systematic approach to the analysis of domestic, foreign, global politics, state and legal phenomena, the author reveals the concept of war — an armed confrontation between the parties aimed at realizing their political goals. Its signs are determined. Further, the main features of the hybrid confrontation are highlighted: an integrative approach to warfare; the variability of the parties to the conflict; the predominance of the use of non-military components; the lack of a clear outline of legal regulation of the actions of indirect actors of armed confrontation. By hybrid warfare, the author understands a confrontation involving the use of military and non-military technologies by multi-subject parties aimed at realizing their political interests at various levels. The party’s choice of the format of participation in a hybrid war directly depends on the prerequisites for participation in them and the goals set by all the subjects of the conflict, which should be understood as the desired and destructive result for the enemy, which the opposing sides are striving for. There are two groups of goals: general and special. The following is a detailed description of the open and closed format of hybrid warfare. A generalization is made that hybrid confrontation is a multilevel process of applying methods of warfare in open and closed formats that differ in their content and purpose, which is determined by the vectors of goals of all parties to the conflict and their allies. The detailed description of the forms of hybrid warfare given in the article in the conditions of the existing world order allows us to conclude that there is an objective need for the society of any state to permanently find itself in the stage of preparation for conflict using military and non-military technologies.
