In the scientific literature, it is considered that any state builds its own \u00abgrand strategy\u00bb that defines the main priorities of its existence. In the context of globalization, the situation of inconsistency of such government strategies is increasing. The presence of strategies creates conditions under which the interests of one state may conflict with others. Moreover, the contradictions are not only socio-economic or political in nature, but also existential. The global hegemony of one State cannot serve as a guarantee of the security of other state entities or their associations. This leads to the fact that the concept of \u00abhybrid warfare\u00bb, which has been formed in recent decades, as a tool for resolving interstate contradictions, acquires a new meaning. The decrease in the effective policy of the states acting as actors in the hybrid confrontation entails the need for a fundamental change in their \u00abbig strategies\u00bb. The author notes that the presence of a grand strategy is inherent not only in states claiming a leading position in the region or the world. Small states may also have a certain kind of claim to the position of leader in the region. Moreover, as a paradox, it is customary to single out the pretentiousness of even such states that do not have the necessary resources for this. Hence the attempt to join States or unions that have the necessary resources for this. Hybrid warfare acts as the main tool for resolving this kind of interstate contradictions.
