The relevance of this study is determined by the key role of SMEs in ensuring employment and social stability. The objective of this study is to assess the effectiveness of government anti-crisis measures, identifying not only their stabilizing effect but also their impact on structural imbalances in the sector. The methodological framework includes an analysis of regulatory acts, statistical data from the Federal Tax Service, the Central Bank of the Russian Federation, and Rosstat, the results of sociological surveys of entrepreneurs, and an assessment of the effectiveness of implemented support programs based on an analysis of open data from government services. It was established that promptly adopted measures, such as loan holidays, a moratorium on inspections, simplified public procurement, and tax deferrals, fulfilled a key social function, preventing a collapse of the sector and mass unemployment. However, the effectiveness of public administration was assessed as partial: the stabilization function was realized, while the transformation function was not. The phenomenon of a \u00abstabilization trap\u00bb was identified, in which emergency measures perpetuated systemic problems: uneven access to financing in favor of capital cities and traditional sectors, administrative barriers, and low entrepreneurial awareness. This led to the conclusion that a paradigm shift in public administration is necessary \u2014 a transition from a policy of \u00abemergency assistance\u00bb to a policy of long-term structural development.
