Abstract. The problem of effective involvement of citizens in the process of creating a comfortable urban environment considered in the work is relevant and is associated with the need for continuous coordination of interests in the decision-making system at different levels. The author summarizes the current state of the selected research object, clarifies the categories of the conceptual apparatus, describes both new and already established views regarding the topic being studied. Attention is focused on the current state of political development of society, the positions and opinions of political scientists are studied, taking into account the sociocultural and political life of our society in the context of the problem raised. The literature review presented in the work demonstrates the logic of the development of deliberative democracy in the process of solving urban problems. An analysis of implemented projects, the rhetoric of government officials, along with an expert survey, shows that the potential of civil participation is not used enough, there is a risk of imitation of public support, and at the same time, a significant part of grassroots initiatives are condemned and do not receive support. The researcher’s personal position on the phenomenon being studied is expressed, and scientific tasks for further disclosure of the raised research topic are formulated. An attempt has been made to generalize the current state of the phenomenon under consideration and to offer original conclusions that reflect the individual approach and the author’s position in relation to the analyzed process. As measures to develop deliberative practices, it is proposed to strengthen the algorithmization of online discussions, use corporate standards of involvement, analyze and record horizontal connections between activists. The conclusions drawn and the results obtained will contribute to further problematization of issues of civic participation in the formation of a comfortable urban environment and ensuring the sustainable functioning of public spaces.
