Abstract. The author of the article gives the characteristics and correlation of the goals and prerequisites of hybrid warfare. A set of basic organizational and managerial actions is determined when conducting combat operations with the use of military and non-military technologies. When formulating the concept of «hybrid war goals», their multi-vector nature and heterogeneity are taken into account, which determines the definition of classification criteria through the «prism» of social management. The parties to the above-mentioned confrontation are divided into two groups: the first includes the warring countries that have directly identified their goals; to the second, it is necessary to include all the actors of the conflict who provide heterogeneous support to any of the parties, pursuing their political goals by default. The goals of the parties to the hybrid war and the prerequisites are considered in a complex conscious-subjective perception of them by the parties to the conflict. Preliminary analysis and correlation of the concepts of «legal consciousness» and «legal mentality» is given. The analysis and classification of goals and prerequisites is given in broad and narrow, objective and subjective senses. The author concludes that the goals and prerequisites of hybrid warfare, having different quality properties, have mutually determining social, political, economic and psychological parameters.
