Cossacks in the system of regulation of interethnic conflicts: experience of the city of Nevinnomyssk, Stavropol krai

Abstract. The article presents the experience of interaction between the Cossacks and the administration of the city of Nevinnomyssk in the context of the relevance of the problems of supporting the Cossacks in the system of regulation of interethnic conflicts. The author indicates the objective factors influencing the development and practical implementation of the mechanism of interaction of the Cossacks in the system of regulation of interethnic conflicts, which currently remains relevant, especially in the North Caucasian Federal District. The positive and negative aspects supporting the relevance of the topic raised in this regard, related to the regulation, prevention and control of interethnic conflicts in the Stavropol Territory, are substantiated. The author notes the imperfection of legal norms for determining the role of the Cossacks in conflict resolution; describes the conditions necessary for the effective participation of Cossacks in conflict resolution; lists the factors that contribute to strengthening interethnic peace and harmony.

Thus, the relevance of the Cossacks in the system of regulation of interethnic conflicts is not unconditional and requires a balanced approach, taking into account both the positive potential and possible risks.

The article describes the experience of interaction between the administration of the city of Nevinnomyssk, Stavropol Krai, and the Cossacks, who play a significant role in public life, in the system of regulation of interethnic conflicts, taking into account both the potential and certain limitations. The author of the article noted that authoritative members of the Cossack communities, elders, have the opportunity to act as intermediaries and mediators in the event of conflicts between representatives of different ethnic groups, since Cossack organizations in the city of Nevinnomyssk cooperate with local authorities. Such cooperation, according to the author, allows for more effective resolution of issues related to interethnic relations. The article emphasizes that the Cossacks in Nevinnomyssk are not perceived unambiguously by all groups of the population, since some ethnic minorities and some civil activists may have a wary attitude towards the Cossacks, which is associated with the historical past and some stereotypes. Examples are given of situations where Cossack organizations are perceived as defenders of the interests of only one ethnic group when resolving conflicts, which can lead to increased tension. The author emphasizes the problem of the lack of necessary professional training in the field of conflictology, mediation and intercultural communication among most Cossacks, which he associates with a decrease in the effectiveness of their participation in conflict resolution.
