Identification of the conceptual apparatus of a sovereign Internet

Abstract. The author has proposed a model for identifying the conceptual apparatus to form a line of further research in defining the concept of «sovereign Internet». Recently, the term «sovereignty» has been used in a multi-valued manner in relation to various areas: economic sovereignty, cultural sovereignty, national sovereignty, etc. In this regard, there is a growing need for the correct interpretation and use of these phrases in political vocabulary. Moreover, at the moment this topic is very relevant due to the growing threats both from outside and in the domestic political space in recent years. In particular, from the Western and European powers of the NATO coalition. Of no small importance is the development of the Chinese segment of the Internet and the adoption of a pro-Eastern foreign policy course by the Russian Federation. The article puts forward one of the author’s possible research models for considering the concept of «sovereign Internet» and delving into an interdisciplinary area for the purpose of subsequent study regarding the concepts of information and national security. Concepts such as «host country», «technical filter», «administrative filter», «computer communication service», «cryptographic tools» and others are touched upon. The descriptive method was chosen as a research method due to the fact that the topic is too broad for detailed study. The article may be of interest to undergraduates, graduate students and teaching researchers in the fields of political science, law, information technology and social sciences, and is recommended for reading for further interdisciplinary deepening into this topic.
