On the issue of responsibility for the implementation of strategic planning

Abstract. The relevance of the study is related to the importance of increasing responsibility in politics to achieve effective strategic planning and improve the political system as a whole. This article examines the issue of responsibility for the implementation of strategic planning in politics. The author analyzes the reasons why those responsible for the implementation of strategic development programs do not bear social, in particular, legal responsibility for the failure/ineffective implementation of assigned tasks. The empirical basis of the study is cases from Russian political practice, secondary social data, regulations, primarily the so-called. «May Decrees» 2018 of the President of the Russian Federation. The article discusses the methods that performers resorted to in order to avoid responsibility for failure to complete the assigned task, and the negative consequences of using these methods on society.

The article noted how important the fulfillment of one’s duties in the sphere of state development is in the lives of ordinary citizens, and how strategic planning is fundamentally different from all other types of planning (operational, tactical or long-term).

The author comes to the conclusion about the weak connection between strategic planning and responsibility, the insufficiency of the mechanisms for monitoring and evaluating strategic/state programs existing in modern Russia, which are unable to restrain lobbying of the interests of various interest groups and corruption. The author offers a set of recommendations to strengthen responsibility for the implementation of strategic planning, including improving monitoring and evaluation of results, strengthening public independent control institutions and amending legislation.
